A lot of people have had trouble getting all of the components working at the same time.
Since we only need PHP MySQL and Apache to do something usefull and in the main most of us are not really too concerned how they work, merely that they do in a reliable way, why not let someone else do all of the hard work for you and install a WAMP.
What you ask is a WAMP? Its a LAMP for Windows, and what is a LAMP?
Well if you really want to know, look here. http://en.wikipedia.org/wiki/WAMP
If however you just want a quick and easy way to set up Open-Audit, look here instead. http://www.apachefriends.org/en/xampp-windows.html
What next.
Download the latest version, copy it to the Windows machine which will be your web server, and run the installer.
Accept all of the defaults, and away you go, simple as that.
Now to get Open-Audit to work, go to the open-audit web page and download the latest version. (You might like to use the latest SVN version, but that's a whole other FAQ!)
Create an openaudit sub folder of the htdocs folder in your XAMPP installation, this is usually.. C:\Program Files\Xampp\Htdocs
Now point your web browser to http:\\127.0.0.1\openaudit\setup.php and away you go.
If you have any comments about this or any other FAQ, please post them in the relevant forum.
Thanks
